In 2003, heat waves caused 20,000 deaths in Europe and 1,500 deaths in India, and the number of Category 4 and 5 hurricanes has doubled since the 1970’s.† The fuel we use to power our homes, our cars, and our businesses is causing the Earth to warm much faster than anyone expected. The first seven months of this year and the last three decades were the warmest in the United States since national record keeping began in 1895. This has been the warmest decade and it just goes on and on. Global warming is a natural episode in the earth ´s life cycle. Cool Hand Luke (Movie) Essay Never Say Die!Of all the films that were released in 1967 few had the power and stamina of displaying detailed characterizations in the manner of which Cool Hand Luke did. Its strong message of individuality was a welcomed choice in the 20th centurys most turbulent decade, which of course were the 1960s. Based on the novel by Donn Pearce and adapted for the screen by Pearce and Frank R. Pierson and Oscar nominated for Screenplay Adaptation, Cool Hand Luke opens with a lazy and most effective scene showing Luke Jackson cutting the heads off of parking meters in a drunken haze in the confines of a small southern town. Promptly picked up by the police and sentenced to two years for maliciously destroying public property while under the influence, Luke is transported to a prison camp led by a character named Dragline. Dragline rules with an iron fist over the gang but manages to maintain many friends and constantly earns the respect of his fellow prisoners. The scene in which Luke is brought to prison sets the tone for the entire film as director Stuart Rosenberg sternly outlines the disciplinary policy of the facilitys captain (Strother Martin) and its guards whom the prisoners are told to refer to as boss. Lukes mission is to immediately challenge Dragline for leadership of the gang and a conflicting scene involving a boxing match between the two puts Luke on good terms with the other prisoners and the guards themselves also notice this. Dragline ends up becoming Lukes friend and protector and the film becomes a series of rebellious acts executed by Luke. One somber and heartfelt scene has Luke in contact with his mother who comes to visit him and she is dying, presumably of lung cancer as we see her coughing and chain-smoking her way to the grave. He refers to his mother on a first name basis and the scene has a further impression later in the film as Luke comes to terms with her death. Its one of Newmans finest moments on film. Cool Hand Luke is easily recognizable as social commentary but it also has a sense of humor and knows how to be entertaining on a general level. This is shown in the films most classic scene, the egg-eating contest. Luke challenges the disbelievers in the camp into proving he can eat fifty hardboiled eggs in one hour and every cent in camp rides on his bet. The talented cast of Cool Hand Luke includes such character actors as J.D. Cannon, Lou Antonio, Jo Van Fleet, Wayne Rogers, Ralph Waite, Harry Dean Stanton and a very young looking Dennis Hopper. Director Stuart Rosenbergs heavy handed direction is appropriate for this film which creates a clandestine environment of prison abuse and prisoner defiance and leaves the audience with many questions of whether prison reforms or give its convicts the impression that for every violent action, there can be an act of equally violent reaction.

Businesses today are faced with the great task of trying to gain as much profit as they can. A lot of times businesses hurt employees or the communities around them by trying to make too much money. Businesses take the idea of making a profit too far. But how far would they go to make a profit? I feel that businesses should not be allowed to fire the employees when the business is making a huge profit. That shows the company is using its employees. Businesses need to learn that making money is not everything. I think that businesses should work hard to make a good amount of money, but more importantly they should try and keep the community healthy by being fair to their employees. From the video that we watched during class, it showed that communities are hurt by businesses that use local employees to get profit early, and then they drop them once they have made a profit. These people are left with nothing once they have lost their jobs. Businesses are becoming very selfish and hurting not only the employees' futures, but also the families of the employees. In all the cities Mr. Moore went to, he could find a case of where employees were laid off by their companies. The only reason the employees were laid off was because the businesses wanted to move somewhere they could get cheaper help. If the companies had been fair, the local employees and their families would've been a lot better off.

In spite of the strains and clashes preceding independence and terror of the large ‘Hindu hegemony’, Mauritius has never industrialized a ‘bullet’ culture, embracing instead a culture of the ‘ballot’. Post-independent Mauritius has had a reasonably sound track record of holding free and fair general elections since independence deprived of any major contestations. Elections have been held in 1976, 1982, 1993, 1987, 1991, 1995, 2000 and 2005. Procedures before, during and after elections are well valued by all political parties. It is imperative to note, that there has existed a ‘problem’ of incumbency whereby the ruling party has made use of its unfair access to the state media and other capitals. Voter turnout throughout general elections inclines to be relatively high – 81.5 % for the 2005 general election (see the table 3.1.) – But there is a scarcity of study in the country regarding voting patterns and behavior. Human Cloning and the Future Essay

In his work from 2002 â€Å"Religion and Human Cloning: An Exploratory Analysis of the First Available Opinion Data†, John Evans proudly states a few possible benefits, or advantages, of human ‘therapeutic’ cloning. While talking about embryonic stem cells, he states â€Å"these cells can eventually be used to treat diseases such as Alzheimer’s, Parkinson’s, and kidney failure, to name but a few†¦Ã¢â‚¬ (748). These possibilities have mostly been confirmed since the publishing of Evans’ piece and other more incredible possibilities have come about. The benefits of both reproductive and therapeutic cloning are endless, yet many still disagree. They say that cloning is dangerous and that it would end human evolution and bring disaster to society as we know it (Mautner, 68). Do most people really think this is true? Or is modern society simply scared of the unknown and not ready for change? Many scientists and authors constantly debate the ethics and possibilities of human cloning, both for reproductive use and therapeutic use. A couple of possible risks would accompany the beginning of human cloning, however the benefits are legitimate, and we as a species should reconsider. It is common knowledge that mother and father love one another. And it’s the classic ideal for a family to begin, in the act of spousal love through sexual reproduction. Alix Magney, in his work â€Å"Cloning Me, Cloning You: Reflections on the Ethics of Cloning for Individuals, Families and Society†, argues that since human cloning would cause childbearing to lose its proper origins as an act of spousal love, it â€Å"†¦plainly poses a threat to the dignity and equality of women†¦Ã¢â‚¬  (25). I don’t think this is true at all, as adopting a child has been practiced for thousands of years and in vitro fertilization was invented in 1978. In vitro fertilization is where an egg is fertilized by sperm outside the female body and then inserted into the uterus for maturation only once the egg is fertilized. Sperm donors have been used for decades, completely negating any ‘spousal love’ from the equation that is reproduction. While people continue to fight over equality for women, which has been true since the ratification of the Nineteenth Amendment to the Constitution in 1920, other people continue to debate greater concerns about cloning. I have always heard it said ‘You’re special’, or ‘Just be yourself’, and these are sayings of encouragement to develop your own identity, not to follow others when unnecessary, and to accept that everyone is different. Giovanni Berlucchi, in his work â€Å"The Myth of the Clonable Human Brain†, states that â€Å"†¦most human values are corollaries of the concept that each person is unique and identical to himself or herself through space and time. (160) and â€Å"†¦that this kind of genetic manipulation may interfere with psychological and biological diversity, and therefore with the distinctiveness and autonomy of the individual† (160). I do think that the overuse of a single genetic identity for reproductive cloning would cause a disruption in the common value of individuality, but only in that physical aspect of things. Th e benefits of reproductive cloning and the possibilities of advancing the individual through therapeutic cloning could greatly outweigh any disruptions. Berlucchi continues, â€Å"Nature has, of course, been producing genetically identical humans from time immemorial†¦ in trifling pairs of monozygotic twins, and even less frequently in batches of monozygotic triplets†¦Ã¢â‚¬  (160). Prenatal uterine environment differences, along with other environmental differences post-conception, can significantly affect the psychological outcome of the child and is a main reason for psychological differences between monozygotic twins. The concept of environmental determinism dispels the myth that cloning humans would eliminate the core value of individuality. The controversy over abortion is one of the biggest issues for politicians and the rest of society alike. The debate over whether or not an embryo is to be considered a human being with rights is a ‘hot topic’ among the public and continues to be an important argument for almost everyone. In his aforementioned piece â€Å"Religion and Human Cloning†¦Ã¢â‚¬ , John Evans says that the Roman Catholic Church has the most clear-cut position against cloning, simply based on the status they give to a human embryo. They believe embryos are equivalent to fully grown humans: â€Å"Embryos are to be treated the same as born persons and therefore cannot be used as means toward an end. Most obviously, they cannot be destroyed to benefit others† (748). The church also opposes cloning because it â€Å"†¦severs human reproduction from sexuality† (748). If a couple is attempting to have a kid with each other, by any means, they are more than likely sexually active with one another, and therefore cloning doesn’t remove the sexuality from the overall situation, even if it is not directly involved with the contraception. Also, new technology has been developed since the writing of this article, and it is now possible to extract stem cells from embryos without destroying the embryo. You can take a single stem cell, or blastomere, and coax it to become an endlessly proliferating stem cell. Although these cells can’t form embryos, they can form major types of human tissue just as any embryonic stem cells do. So, therapeutic cloning is possible without the destruction of embryos. Other people fear the end of what Charles Darwin so valiantly discovered and explained to us all over 150 years ago – human evolution. Michael Mautner, in his piece â€Å"Will Cloning End Human Evolution? †, argues that a result of human cloning would be the end of human evolution. He states â€Å"Cloning will, in contrast, reproduce the same genetic makeup of an existing individual. There is no room for new traits to arise†¦ The result: Human evolution is halted† (68). Only an insane situation where cloning was the only method for reproduction and the same genetic makeup was used over and over again would lead to the end of human evolution. This is an extreme situation and would almost definitely never happen. New science behind non-embryonic stem cell research has shown incredible potential for stem cells in general, as embryonic stem cells show significantly more potential than stem cells extracted from other parts of the human body, like the yellow bone marrow. Stem cells are beginning to be used to regrow hair, teeth and cartilage in damaged joints. Since the procedures and research are incredibly expensive, treatment is limited to those wealthy enough. Professional North-American athletes have led the way, being human guinea pigs for the non-invasive procedures in hopes of returning their bodies to their prime, pre-injury, form. Stem cell treatments are growing in popularity and legitimacy, and the use of embryonic stem cells shouldn’t be limited as it can only advance our species. Scientific tests and studies have proven limitless benefits to stem cell transplants, yet ethical concerns and moral-based laws are constraining what could be groundbreaking and life-saving science. There is possible potential for embryonic stem cells to be grown into whole, functional, organs or entire limbs of the human body. The uses could range from a ounded amputee war veteran in need of a new leg, or an elderly woman in need of a new kidney as hers is failing, and the possibilities are endless. Human fear of the unknown is instinctual, but as the realm of the previously impossible comes more into the lights of reality, we need to change our minds on the practicality and usefulness of cloning and embryonic stem cells. For our ailing parents, for our children, and our children’s children, we need to advance as a society, and take hold of the opportunities and benefits sitting right in front of us.

They are going to find the drug from someone, and most likely do it in a place where if something bad happens they would not be able to get help. At least at a rave there is security, and people around that would be of help if someone has any problems, or overdoses. People go to raves to have a safe feeling; its not about the drugs. The rave scene gets a bad name from the kids that are sneaking their way into raves. True underground raves, not ones put on by a radio station or with thousands and thousands of people, but small intimate parties with somewhere around 400 people, are for people ages eighteen and over. The only way for minors to get into a rave is to sneak in or to use a fake ID. If a minor has a fake ID, their parents should be worried about a few more things then their children going to raves. There are also many organizations that set up booths at raves to help the people who do choose to do drugs to be safe. He is an Italian immigrant that moved illegally to the United States with his brother Rodolpho to work as longshoremen, since at the time (the play was written in 1955) his country of origin, Italy, was going through a major economic depression because of the outcome of World War II. In the play, we are told that Marco's plan is to make enough money to survive and be able to send some of that money to his wife and his three kids back in Italy, who are starving. Marco physically resembles the Sicilian stereotype, with dark skin and dark hair. He is also very strong and he could easily load the whole ship by himself.(pg.541) In this play, the author uses plot, dialog, actions and symbolism to emphasize Marco's honor which, in my opinion, is his prominent characteristic. Throughout the play, we can clearly see that the plot helps us develop Marco's character in our imagination. For example, he is an illegal alien, and this might give the reader a less honorable view of him, and it might justify Eddie's action. But the fact that Marco left his family to give them support and to save his oldest son who is sick in the chest, (pg. 535) makes the reader forget about his illegal stay and makes his status rise to the one of a hero. In this play, Marco's actions lead us to the discovery of a violent side which he uses to defend his honor in a number of occasions. For example, when he challenges Eddie to lift the chair at the end of the first act, we understand that he did it to save his brother's face and his family's honor. In addition, the killing of Eddie by Marco's own hands at the end of the play, is the final display of his character. Marco's character is definitely expressed more by his actions than by his words. He is very strong, and he is obviously aware of that, but doesn't like to show it in words, or brag about it. In fact, when Eddie was making fun of his brother Rodolpho, instead of replying to him in words, he chose to use his strenght to get his point across by lifting the chair. In addition, Marco doesn't talk about his family much; instead, he works as hard as he can, and that is enough to show everybody how much he cares about them. As a final insult to Eddie, Marco chooses to spit in his fac e in front of everybody. This is because in the Italian culture, that act is considered as an extreme expression of anger toward a person, and it is rarely left without punishment. In addition, the action of going to the church before facing Eddie shows us that he is very religious and cares about his soul. Marco is a very honorable man and believes in his tradition, and the author shows us that through a number of symbols. For example, spitting on Eddie's face once he realizes that Eddie turned him and his brother to the police is a symbol of disgust and revolt for Eddie's actions. In addition, at the end of the play, we are told that Marco went to church before going to talk to Eddie. This action tells us that Marco is ready to give up his life and commit a mortal sin to defend his honor, because what Eddie has done, the breaking of the omerta', the breaking of trust, is something that in his culture must never be left unpunished. Throughout the first act of the play, Marco is only referred as a flat character and the only time we are really aware his persona and his strength is at the end of the first act, when he lifts a chair over his head and makes it seem like a challenge to Eddie, as a response for mocking Rodolpho. Ethical Legal Issues in Counseling Essay Counselors like any other medical professionals are guided by professional ethics when it comes to performance of their duties. More often than not, mental health professions are usually faced with the challenge to observe ethical guidelines and legal concerns due to the unique criteria that comes with their job. Primarily, the ethical requirement requires the confidentiality, privacy, and professional relationship between the counselor and the client. This is meant to safeguard the well being of the client and the society at large. The American Counseling Association however provides the ethical guidelines to help these professionals to be able to strike a balance between the ethical practice and the legal requirements depending on the condition of the patient. This leads us to the ethical and legal issues in counseling profession which stems from the 1976 Supreme Court ruling in the State of California better known as the Tarasoff v. Regents of University of California ruling. This paper shall review the California Supreme Court ruling giving details of the case and its implications on the counseling profession. It will also revisit the Virginia Tech Tragedy and draw comparisons between the incident and the Tarasoff decision. Review of California Supreme Court findings: Mental health professionals are confronted with scenarios in which the patients are expressive of some tendencies to cause harm to other individuals. This presents a dilemma on what should the mental health professional do in an effort to avert the imminent danger that the client might pose to the third party. In legal terms, this has been referred to as ‘the psychotherapy’s duty to warn or protect third parties’. The duty to warn and/or protect the third parties came up during the Tarasoff V. Regents of the University of California case in 1976. After learning of the incident in detail, the California Supreme Court observed that the psychotherapists engaged in the treatment of mentally disturbed patients had the duty to warn the threatened individuals based on their reasonable care in an effort to prevent the foreseeable danger that may arise from the condition of the patient (Buckner, and Firestone, 2000). In this landmark ruling, the Supreme Court had learnt of the negligence of the parties concerned which culminated in the death of the Tatiana Tarasoff. The facts of the case outlined that Prosenjit Poddar and Tatiana were in a relationship which to Poddar, was destined to be intimate. However, when Tatiana revealed to him that they were not going to be in such a relationship Poddar was heartbroken leading to the start of the emotional and mental breakdown. Tatiana left for Brazil in the summer of 1969 and Poddar’s conditions started to show some signs of improvement. He was later to enroll for psychotherapeutic sessions after a friend advised him to do so and became a voluntary outpatient at Cowell Memorial Hospital. He was placed under the care of Dr. Lawrence Moore and it is argued that he confided to the doctor that he was going to commit murder. He was referring to Tatiana, his supposed girlfriend when she returned from Brazil (Buckner, and Firestone, 2000). Dr. Lawrence Moore took an initiative to notify the police officers based on the campus regarding the intentions of his patient. He even wrote a letter to the police Chief based at the campus elaborating that Poddar was suffering from an acute and severe paranoid schizophrenic reaction and that he could be a danger not only to himself but also to the other people. The doctor proposed that he was ready to sign the seventy-two hour surveillance order if the police decided to pick up the patient and relocate him to Herrick Hospital. The doctor also observed that his patient’s behavior could at times be rational. Doctors Gold and James Yandell, who were supervisors to Dr. Moore, agreed with his diagnosis and recommendations that Poddar needed to be hospitalized. The patient was taken by the police and put into custody. The police officers including Gary L. Browning; Joseph P. Halleran; and Atkinson interrogated Podder and found out that he was indeed rational and had changed his attitude. The police however released Poddar from custody after he promised to avoid Tatiana and stay far away from her. On the same issue, Dr. Harvey Powelson, who was the Director of Psychiatry at Cowell Memorial Hospital ordered for the return of the letter that had been written by Dr. Moore to the police chief requesting for the 72-hour emergence detention of Poddar. He called for its destruction including the notes that had been written by Dr. Moore on the patient. The Director also issued warnings against taking of any action in putting Podder under the 72-hour emergency surveillance (Buckner, and Firestone, 2000). In the month of October 1969, Tatiana returned from Brazil and Poddar failed to live by the promise that he had made to the police and continued to pursue her. It is claimed that Poddar stopped his appointments with Dr. Moore after Tatiana had returned from her trip. However, the Supreme Court observed that Poddar had stopped seeing the psychotherapist after he was detained by the campus police. All the same, towards the end of October in 1969, Podder went to check on Tatiana at their home. At first he could not find Tatiana and was ordered to leave by Tatiana’s mother. Podder was to come back later equipped with a knife and a pellet gun. This time, he was lucky to find Tatiana alone at home. Tatiana refused to speak to Poddar and upon insisting, Tatiana started screaming. This prompted Poddar to aim at her with the pellet gun with Tatiana running wildly from the house. Poddar pursued her and was able to catch her up in the yard stabbing her severally. Poddar then retuned to the house and informed the police of what he had done asking to be handcuffed (Buckner, and Firestone, 2000). Dr. Kermit Gruberg, who was serving the Berkeley Police Department upon observation of Poddar in less than twenty four hours of the incident, confirmed that Poddar was a victim of paranoid schizophrenia. Poddar was charged with murder though he refused to enter a plea on the ground of insanity. Some times before he was tried, examinations from a neurologist who was hired by the defense indicated that Poddar had organic abnormalities in his brains. During the trial, Dr. Philip Grossi, Dr. Gruberg, Dr. Anderson, Dr. Moore, and Dr. Gold gave testimonies that Podder was insane and a paranoid schizophrenic. It was during the testimonies of Dr. Moore and Dr. Gold that the details about the victim’s plans to murder Tatiana were exposed. Poddar was convicted to second degree murder and following numerous appeals, he was released and ordered to immediately leave the United States, never to come back (Buckner, and Firestone, 2000). Vitaly and Lydia Tarasoff, who were parents to Tatiana, filed the wrongful death suits against the University of California and the psychotherapists who were treating Poddar. The parents alleged four actions which included failure to detain Poddar by the psychotherapists and failure to warn the Tarasoffs that Poddar was of potential danger to their daughter. The other two allegations included the one directed towards Dr. Powelson following his activities in abandoning a dangerous patient and the last one was regarding the ‘Breach of Primary Duty to Patient and the Public’ which was more same to the first allegation (Buckner, and Firestone, 2000). The rulings of the Alameda County Superior Court and the court of appeals dismissed the case ruling in the favor of the defendants. It was argued that there was no special relationship between the defendants and Tatiana or her parents and thus there was no obligation to warn. Dr. Powelson was said to have had no duty to commit Poddar and in case he did so, this action was f\discretionary and in accordance with the statutes. The Tarasoffs were not satisfied and sought redress from the California Supreme Court (Buckner, and Firestone, 2000). California Supreme Court Decision and its impacts on counseling profession: The decision made in 1976 by the Supreme Court is said to be a second time in considering the case. The very first decision was made in 1974 whereas the second decision emanated from the re-hearing which was granted in 1975. The first decision exemplified that the campus police had a case to answer for having failed to warn Tatiana whereas the second decision was freed them from all legal responsibility (Buckner, and Firestone, 2000). In the second decision, psychotherapists were handed greater latitude to offer protection to the potential victims. In the first decision by the California Supreme Court, the defendants claimed that had no obligation to issue any warnings to Tatiana or the Tarasoffs since they were not patients to the therapists. The court rejected this view while observing some exceptions. Under this the court observed that though the defendants had an exceptional relationship with Poddar as their patient; they had even attempted to control his behavior through the initiation of a police detention (Buckner, and Firestone, 2000). The defendants were also opposed to the duty to warn potential victims calling it problematic in the performance of their duties. However, the Court was quick to assure that not all incidences reported could result into the duty to warn and that a reasonable degree of skill, knowledge, and care would be required in exercising good judgment within the acceptable professional opinion. On the need to protect the confidentiality of the patient, the Court observed that limitation must be observed in disclosing information to prevent danger of patients to other individuals. In the second decision, the California Supreme Court required the psychotherapists to discharge duty to the endangered third parties by other means apart from warning them. The ‘duty to warn’ was therefore changed to become ‘the duty to protect’ under the second decision. The Court held on the decision that required the psychotherapy to protect third party victims upon using reasonable care aimed at protecting the other individuals from the dangers posed by their patients. The Court held that the Psychiatrists could warn the would be victims directly, sending other people who are likely to inform the intended individual, informing the law enforcement agencies, or taking any necessary step depending on the situation (Buckner, and Firestone, 2000). Following the landmark ruling in the Tarasoff v. Regents of University of California, many individuals thought that such a decision was an abnormal one and likely to be overlooked. The professions in mental health also observed that this decision was aimed at undermining psychotherapy practice through the destruction of the principles of confidentiality. Such observations were to be proved wrong since in a couple of year’s time, a New Jersey Superior Court in the McIntosh v. Milano (Buckner, and Firestone, 2000), indicted a psychiatrist basing on the Tarasoff incident. It has to be observed that the California Supreme Court decision which required the mental health professions to give a warning to third party individuals who were in potential danger from their patients has been adopted in most jurisdictions and the decision has even been broaden to incorporate other areas in healthcare practice (Buckner, and Firestone, 2000). The Tragedy at Virginia Tech: Preliminary facts regarding the tragic incident at the Virginia Tech in the year 2007 were appalling. On this fateful day, 33 students and staff lost their lives in a shooting spree carried out by one of the students at the institution. The perpetrator was an English student known as Cho Seung-Hui who was described as a loner by his colleagues and is said have been identified by at least two of his professors as troubled. Earlier on the fateful day, Cho Seung-Hui is said to have mailed a tape to NBC News after having killed two of his victims. In the tape, he fumed against the wealthy in the society and argued that the society was to blame for his actions. The tape indicates that Cho Seung-Hui was full of rage and that he was emotionally troubled. His roommates and friends observed that Cho Seung-Hui showed anti-social tendencies on campus. He is said to have rarely engaged in conversations and was known for one word answers especially on questions that could expose much of him. Further more it has been established that much of the writings made by Cho in his course work revealed violence and murderous images and fury directed towards the female gender (Angelo, 2007). The incident at the Virginia Tech relates in many aspects to the Tarasoff case where the defendants failed to issue warning to the victim and her family. The United States Department of Education findings indicate that the institution dishonored the established campus crime-reporting legislations in responding to the shootings. It is argued that after the first shooting incident occurred at around a quarter past seven in the morning only for the university to issue the e-mail warning at around nine thirty. A moment later the gunman went on a shooting spree which resulted in the death of 33 students and professors including the gunman who shot himself. Timely warning was not issued and that the e-mail that was issued was inadequate as it failed to comprehensively pass the message. The Virginia Tech officials had enough information that could have helped in identifying the threat and passing information to students and employees (Lipka, 2010). After the shooting, many people have claimed to have raised an alarm regarding Cho’s behavior two years before the incident. His English teacher at the institute is said to have been alarmed by his drawings and even asked him to stay out of class. There were also two other complaints rose by female students at the institution. Cho is said to have contacted one of the female in person and by phone and the other through instant message. After the incident were reported to the campus police, the only asked Cho not to repeat his advances. In the year 2005, the victim is said to have been ordered to a psychiatric observation by a court which revealed that he posed imminent danger to himself. He is also said to have spoken of suicide on several occasion. The officials from higher education claims that these observations are in contravention with the student’s right to privacy. Thus the institution was not in any position to conduct the parents of Cho without his consent on his background (Angelo, 2007). It is evident that those who had some crucial information on Cho Seung-Hui did not take the bold step on sharing the same. It is assumed that by sharing the information that colleagues and professors held about that the young man harbored could have seen the ugly incident averted through psychotherapy. It has been argued that his roommates and some professors had observed some warning behavioral traits. According to the findings of the 2007 Report to the President on Issues Raised by the Virginia Tech Tragedy; it was found that there are impediments in sharing of crucial information. One of the findings read; Education officials, healthcare providers, law enforcement personnel, and others are not fully informed about when they can share critical information on persons who are likely to be a danger to self or others, and the resulting confusion may chill legitimate information sharing (The White House, 2007, para 4) Conclusion: In the Tarasoff incident, the patient is said to have revealed of his intention to kill the girlfriend to the psychiatrists but the therapist failed to issue a warning to the intended victim which tragically ended in the death of the victim. The therapists were found to be answerable for having failed in their duty to warn the victim of the potential danger posed by their patient. The psychiatrists cited breach of confidentiality in their defense which was dismissed by the Supreme Court ruling by offering guidelines on the confidentiality issue. The Virginia Tech incident on the other hand presents a scenario where the institution was barred by the right to privacy to inquire into the psychiatric background of the student gunman and this led to the fatal incident where many lives were lost in cold murder.
